GAO has obtained the responses to a Request for Information from the Vermont Agency for Natural Resources about its version of a “Climate Superfund“, “to identify responsible parties, determine their applicable share of covered greenhouse gas emissions, and determine the cost recovery demand amount as described in Act 122.”
This is the plan—Plan C or D, in fact—to skin the cat and get the long desired “sustainable funding stream” for politicians to spend, without putting their own jobs on the line by directly raising taxes to pay for those ambitions.
